Andrew has a proven track record of delivering high-quality results for clients across an array of project types. In his early career, he was an Assistant General Manager for a construction company known as, JS Hill & Associates in Suva, Fiji.
He went on to coordinate mining projects in Papua New Guinea, before returning to JS Hill as a General Manager, working across multiple commercial, industrial and domestic projects. Going back to PNG, Andrew then worked for Matrix Construction as a project director on key airport terminal and apartment tower projects. Backed with this invaluable experience, Andrew was ready to establish Goulding Developments where his project portfolio and capability have grown from strength to strength.
Having called Pacific Harbor, Fiji, home for many years, Andrew’s knowledge of Fiji and Pacific culture enables him to relate and add value to every project that he works on. He has worked vastly in the private, commercial and tourism sector – having work on new builds and refurbishment, in Fiji and Papua New Guinea. Andrew has worked with some notable clients like the Tanoa Hotel Group, Sai Prema Foundation Fiji, Tropica Island Resort, Fiji Palms, Musket Cove Resort, Air Niugini, Total Fiji, Fiji Sports Council, Water Authority of Fiji, Pacific Energy, Dominion Wire and Cables, Coca Cola Amatil Fiji, National Airways Corporation (PNG) and many others.

Assistant Project Superintendent
With over a decade of progressive experience in the construction industry, Prachit is a results-driven Project Manager at Goulding Development Pte Limited. He brings strong leadership, technical expertise, and a comprehensive understanding of end-to-end construction processes across sectors including building, civil works, road construction, and land development.
He holds a Diploma in Civil Engineering from Fiji National University and began his career with JS Hill, advancing from Site Clerk to Site Engineer. His international experience includes serving as Senior Project Engineer on the Air Niugini Apartments project in Papua New Guinea and later with CC Pines Pty Limited in Australia, where he specialized in quality assurance and systems-driven project delivery.
He further expanded his expertise at Higgins, contributing to major roadworks and infrastructure projects, and later as Manager, Properties at Pleass Global Limited, overseeing property portfolios and development initiatives.
In his current role at Goulding Development, he leads complex projects with a focus on strategic planning, project control, and collaborative leadership. Recognized for his problem-solving ability, organizational skill, and commitment to excellence, he continues to drive projects that meet the highest standards of quality, safety, and efficiency.

Project Manager/ Senior Quantity Surveyor
Sanjesh is the Senior Quantity Surveyor (QS) with more than 15 years of experience, in those years he has 7 years of experience in Project Management. He began his work journey at J.S Hill & Associates as a Junior QS, later joined Western Builders, Active Construction and Hot Springs, before joining GDL in 2022. Sanjesh’s role includes estimating and preparing Bill of Quantities, Budget Report Preparations, Variation and Progress Claim Assessments, Preparation and Valuation of Tenders and Project Administration.
He has worked on government projects like Judicial Courthouse Refurbishment Works and Remand Centers, he has worked on commercial/tourism projects like Tanoa Hotel – Property Refurbishments, Fiji Palms Recreational area, Pearl Resort Renovation Works, Pullman Resort (now Crowne Plaza). Sanjesh is also a registered member of the Fiji Institute of Quantity Surveyors (FIQS).

Document Controller/Draftsperson
Ulamila, fondly known as Mila, is a vibrant young woman with nearly nine years of experience in the Construction Industry, skilled in construction drafting and project administration. She is one of two women at GDL, where she also serves as the Document Controller and Draftsperson. She has worked on a diverse range of projects, from government projects to the private sector. Some of the notable projects she has worked on include the Pullman Resort in Wailoaloa (now IHG Crowne Plaza), Sports City Complex Extension, and the Refurbishment of the Old Parliament for the Judicial Department in Veiuto.
Her knack for details and ability to maintain strong relationships with clients, consultants, and project stakeholders have been key to her success. Mila is also a registered Technical Member of the Fiji Association of Architects (FAA) and aims to broaden her network and experience in the Construction industry.

Site Administrator/ Compliance Officer
Lionel has been in the Construction industry for almost 10 years and have learned to wear a lot of hats. Some days he is leading the team, other days he is troubleshooting issues on the fly and sometimes he is quietly keeping things moving behind the scenes. Having worked in several notable projects like Pullman Resort (now Crowne Plaza), New Extension of the Sports City complex, Motibhai Head Office Upgrade, Tower Insurance Fiji Head Office Refit and many more.
Lionel has always been the type to figure things out and get the job done right and that mix of problem solving, time management and hands-on experience.

Trainee Civil Engineer
Iowane is currently a team member of GDL, as a Trainee Civil Engineer and is on study break from with the Fiji National University, yet to complete his Bachelors Degree in Building & Civil Engineering. Before joining GDL, Iowane worked at Cope Construction Limited as an Attaché Engineer and then as a Technical Assistant with Water Authority of Fiji.
While with GDL, Iowane has gained vast practical work experience, knowledge and technical skills that will help him grow more in his professional journey as a Civil Engineer, rub shoulders and work with industry professionals.

Office Administrator
Mereoni is our Office Administrator and is the lady that makes things happen in the office, providing Admin Support for the team in the office and onsite. Her work experience has mostly been in Procurement. Having worked in one of the biggest hardware companies in Fiji, she builds and maintains our relationship with suppliers and vendors, with great negotiation skills and procurement planning. Mere is also involved in project administration when needed and supervises our property caretakers and carpenters, ensuring works are done in a proper and timely manner. She is committed to maintaining transparency and honesty in all aspects of her work.
